looking for some rpg game

i have no idea what this game was called, i played it a super long time ago, probably like 8 or 9 years ago or something. it was for msdos and i remember that it was like, uhhhh... you could rent a boat and you went around to all these ports and you talked to a bunch of people and you went in stores and you bought shit (ok that's like every game) anyways, there was some main character guy and this wizard guy who went around with him. i think the wizard wore like cyan colored robes. i remember there was this town filled with hafling guys too. i think it started with a T, but i could be wrong. if anyone has a clue, let me know.
