War In Europe

I'am looking for this game, it was a shareware game, it came out in early 90's.
There was a map of europe and flags on the main towns of allied or axis and you had to take the towns back and you could only move a few places per move.
Can anybody help
Also can anybody tell me where to get shareware for dos.
