I'm Doing a routine reformat on my brother's P4 when I ran into a new problem. After setup finished in text mode It restarted to move on to GUI mode. As It started up It came to the screen with the XP Logo and the bar with 3 or for blue marks that move horizontally. They moved along 3 times and stopped. I reset, same thing. Reinstalled, same thing. Does anyone have any Idea as to a solution? Any help is appreciated because I need to get this done this week.

Yeah, pretty much what Wally said, also you may want to d/l the diagnostics app from the HD manufacturers web site. They usually have some sort of Floppy Boot Disk creator that will run their diags in DOS mode and do a very thorough test on the HD looking for any kind of media defect or some other hardware problem. There may indeed be something other then just a bad install/setup of Windows.
Here's some other things to consider as well:
Motherboard
CPU
RAM
Power Supply etc...
I would even look at the data cables that connect the drive, perhaps a loose connection and/or a bad cable ?!?

There's no such thing as a routine reformat. It's like saying "I'm having a routine heart surgery".

Some computer users format their computer every month. Because they don't have a li... erm, because they are stu... because they are concerned about their computers health.
I would do it just fur fun, but no time...

I usually reformat every 1-1 1/2 years or when a severe problem occurs.
Update -
- I reformatted and reinstalled again, and the progress bar just stops at a different point now.
- Then I ran chkdsk, which said 1 or more errors were found and fixed, but still wouldn't load.
- I reformatted again after that and still no luck.

Update-
- every time I change around the configuration somehow the progress bar on the load screen goes a different length.

Maybe it's your copy of XP that really sucks? Or maybe your computer isn't formatted in the right way? like Fat32 and NTFS? Don't really know much about it though.

Could be a bad board, or bad RAM, or bad HD...

uh, right. anyways, I tried dividing up the drive into more that 1 partition but still no luck. I'm going to try getting a different copy of the disk, and if that dosen't work I'm going to see if I can install on the other drive.

Might just be the drive itself..
I would suggest trying to run a Surface Scan and see if any bad bytes appear.
If so its the drive
For future reference.
Keep a small partition for Mp3s , installs etc Like 30% of the drive that way you only need to reformat the windows side of things
