same style as slicks (kinda) apart from dirt tracks rather than tarmac..

nitro boost canisters used to pick em up every now and then

It is in fact called Off Road ... well, according to MobyGames it's called 'Ivan "Iron Man" Stewart's Super Off Road'. See pictures of the NES version here:

It was made for DOS, NES, SNES, Genesis, C64, etc. The version above looks like it's probably from the NES version. As for where to get it, you can probably find the ROM on the web if you look hard enough If you want the actual NES cart, try eBay or try some of stores listed at VGStores.com:
