Its probably Secret Agent. It uses the same game engine as Crystal Caves and looks a lot the same.

On dosgames.com:

Probably the easiest thing is to use DOSBox:

http://dosbox.sourceforge.net/

For help setting it up and running it, heres some info copied/pasted from another post:
Download from:
http://dosbox.sourceforge.net/download.php?main=1
(Select "Windows" ... unless of course you're not using windows )

Install DOSBox.

Tweak the settings file (dosbox.conf) to change the cycles= line (under the "cpu" heading in the file) to be like:
cycles=10000
That means the games will go faster.

Also, add the following in the "[autoexec]" section at the bottom of dosbox.conf:
MOUNT C C:\where ever your game's location is
C:\
That will send you straight to that folder without any hassle of typing it again.

(If you also have other drives you want to use in DOS, also add MOUNT lines for those drives ... ex, "MOUNT D D:\")

Start up DOSBox. You'll get a normal DOS command prompt. You should then be able to execute programs just like in a normal DOS prompt.

I just ripped all the tiles and sprites of all three episodes. You can get them from here.

There are even some sprites that aren't used in the game, like a brown dog.
