Scorched Earth Problem

When I go to run scorched earth on my PC, a weird thing happens. The game moves from top to bottom of the screen (like a borken video). Its extremely hard to explain. The picture moves up, and doesn't stop. It just keeps going up until it dissappears and then it comes back through the bottom. I hope that that explaination help :s
My PC is:
WinXP
2.2 GHz
480Mb RAM
Sis 650 video adapter
BTW, it is a laptop, could that be why the game doesn't work? Thanks!
