DOS Games Discussion

There was this game that I played during my childhood. It had Stages like Ginza, Triad and Scrapyard which if you progress far enough, you will unlock a secondary stage levels. It had a vigor system for attributes, weapons and motorcycles for combat. It has a punch frame for a loading screen, the MC also had red braided hair that was long. The last weapon I could remember was nunchucks with a dragon head for handles. Does someone know what it is?

Unfortunately there is no way for us to know when that was, or on what platform you played (PC, console, handheld, browser?). You could narrow down the search by adding those details.
