C64 spy/burglar action game about breaking into a building 1982-1989 [Hostage: Rescue Mission]

Here's what I remember.
It was a action game,
similar to aztec challenge and spike's peak.
It could be that it had a two-player option, but then it would be turn-based for each level.
You had something like four spies to start with and at least four levels.
In the first level you had to dodge a spotlight.
The second level I'm less sure about,
but I believe that you had to shoot gunmen popping up in the windows of the four to ten story building.
It probably included civilians you were not allowed to kill.
In the third level you were in the building with your spies/burglars,
where you had to enter room by room in order to get to the... safe?
One of your men could only shoot horizontally, one vertically,
the other two diagonally. At least, that's how I vaguely remember it.
I never reached level 4.
