2D Helicopter Game, saving civilians bringing them to hospitals called "Havens"

I hope I am posting this correctly - let me know if I am not.

I played this game maybe 15 years ago but I have no idea when it was initially released.

It was a 2D helicopter game where you had to destroy other helicopters and planes etc. There were also bombs or mines you jad to avoid.

Main goal if I remember correctly was to pick up your people and deliver them to buildings called "Havens" which looked like hospitals. You could also upgrade your helicopter, I think.

I remember it being hard but maybe I was just bad. The maps were not too wide horizontally and quite short vertically. It was 2D so you were able to switch between looking left or right side of the screen.

I don't remember what device I was playing it on, perhaps a computer? Sorry, wish I could remember more details.

Any ideas it could be, let me know.
