2D top-down scroll aircraft shooting game

First of all, it's not Demonstar series.
I played it around 2002-2004. There are two aircrafts to choose, a red one and a blue one. The red one's special attack is a high-frequency sectorial wave, and the blue one's is a wide top-down laser surrounding you. There are only 3 levels, or maybe there are more that I don't know at that time. That's all I remember for now, thanks in advance!

But I think that includes horizontal scrolling too. If you specify the platform you played this on (Windows?), you can use MobyGames' Game Browser to filter down to Windows top-down shooters:
