2D Top-down vehicle combat rpg, 2000-2006 [Mexican Motor Mafia]

It was a 2D top down view, vehicle combat game, around 2000-2006.
Mexican style background, dessert, high way, villages. It has a large global map, you can go along the high way in the global map. When encountering enemies, the combat will happen in a small map. It has main campaign and side quests. I believe after beating a boss, new area of the global map will be unlocked. You can buy new vehicle and they upgrade your vehicle to have better guns, mines or explosives.
I was playing the demo, which is like 1/4 of the total global map. I really want to find this game and finish the rest.
This game looks very similar to a newer game in 2015s called "Rubber and Lead"
But it had way more contents than this "rubber and lead".
