Patch both card's driver and game. Is it warez? A TSR problem? Sound card not 100% Sound Blaster compatible? Modern windows?

Post thy autoexec.bat and config.sys. That really sounds like a TSR problem. Slow movement tells of Win. Try in clean DOS. We don't support cracks.

I don't think you'd be able to clean boot, I'm assuming you run VDMSound for NT4/2K/XP? Well, try this instead:
Install DOSBox, and run it.
Type MOUNT C C:\ (if C:\ is the volume where PoP2 is on)
Goto the games folder
Run Setup
Run the program inside Dosbox
?!?!?!

I'm not an expert on Prince of Persia 2 problems but I found you a solution.
This is provided by someone named George.
1/ This error is caused from the sound > you can delete all sound files then play the game in excellent condition but with no sound or sometimes keeps the files but play from the CPU sound not from your speakers
2/ Go to the game directory right click on the prince.exe (the .exe that start the game in someways p.exe or pop.exe ... but in general it is prince.exe) choose properties, then compatibility then select to start that game in window 95 or 98/Me
Now click on setup or install (come with the game ) highlight Use higher Memory (if available) and in the sound setup use Standard PC Internal Speaker

You are a terrible spammer, you know that? You don't deserve help.
Anyhow, I have a legit copy of Prince of Persia 2. I just tried running it from WinXP using VDMSound, emulating Sound Blaster or Sound Blaster Pro. I do get music and sound effects, but it halts at various places, like the one you mentioned, on the beach. I think it halts whenever two sounds are being played at a time.
You can, therefore, disregard the possibility that your copy of the game is screwed. It's a VDMSound problem. Well, nobody ever said VDMSound is perfect.
As for DOSBox, I don't know, cause I never bothered with it. I have two dedicated machines to play DOS games, I don't need to play them from XP.
However, if you give up music and play sound from PC speaker only, the game seems to be working perfectly from XP, without needing any emulators.

Don't do it, if you actually want someone to answer it.
