DOS Point and click urban/modern game 94-97 [BlackStar]

Hello!
I've been looking everywhere trying to find this game. I remember a few random details, some of which I might be confusing with other games, but here's everything.
Gameplay: It was a point and click adventure game, in first person similar to Myst. If I remember correctly it also had action buttons, like Talk, Pick Up, Open etc. like in Simon the Sorceror or Monkey Island.
Graphics: All I recall is 2D, semi realistic (for the time) graphics with fairly vivid/saturated colours. All pixellated and stuff, hence my guess at the time period.
Setting: The setting of the game was a city, in modern times (80s or 90s), and quite dark in tone. I remember back alleys with graffiti. I think the whole game took place at night, though oddly this didnt affect the vividness of the colours, it just meant the sky was just black and you couldn't see very far down streets etc. There was also map screen you could use to move between discrete areas of the city, like the park and the main character's flat.
Story: I don't remember much about the story. I think the main character was a male punk or bikie of some kind with long blonde hair and leather jacket. His name might have been like Maddax or Jagex. The only thing I can really recall doing is going to his apartment and checking the answering machine.
Name?: I might be completely misremembering this bit, but I think the name was either something kind of dark like Alone in the Dark or Under a Killing Moon, OR it was something to do with the mind like Deja Vu or Paranoia or Asylum. I've checked those games though of course.
Any help would be very much appreciated!
Edit This was BlackStar: Agent of Justice! The mc wasnt a 'punk' he was native American. Stupid 8 year old me.
