Prerendered adventure game windows 95/98

Yeah I know it should be easy to find but I can't seem to find it, similar to myst, titanic adventure out of time, dust tales of the wired west, zork nemesis.

Unlike mentioned games however when you moved around a pre rendered video was playing. The game took place in late medeival or post rennaisance times, you start inside a stranded ship. It might have been a flying ship or just a stranded ship, I can't remember, it might not have been a ship but perhaps a mill of some sort.

Then you move out and by taking the road up the hill you enter a town, you could talk to people and the people you talked to were actual actors recording lines similar to titanic out of time and dust.

I remember if you broke the rules in the town you could be sent to jail and...hmm yeah can't remember much more. You had to do a lot of puzzles, definitely adventure/puzzle game. Any ideas what it could be? I reckon it must have been made 1995-2000.

No you could talk to people, choose what to say from lines similar to Dust and Titanic. I have looked through the list of adventure games between 1995 and 2000. Can't find it, maybe it's under the puzzle genre...

That beginning sounds exactly like Morrowind, but the release time frame and puzzle setting seem off.

Atlantis, Journeyman Project, Amerzone, and The Longest Journey are other well known games in the Myst genera, maybe worth a look to exclude or to help search for other games.
