Is there any 3D Engine Game Makers? i was wanting to make a 3D FPS Game and stuff anyone wanna teach me how?

Check this site for a big list of game creation utilities, many of them explicitly specify they are intended for making 3D games:

I've never tried using them so I can't tell you which one(s) is/are good.

Definitely, definitely check out Unity 3D. It's completely free with no royalties. Some big games have been made in it, and it's pretty easy to get used to.

Dude, I meant Sprite Based Games (Doom/Duke Like) not True 3D Games like Quake for example
Or is there any FPS Programming/Making Books to find or a PDF of it?

There used to be lots of books on sprite engines. Most that I recall were actually using either a Doom engine or the Build engine (Duke Nukem 3d). Try googling BUILD ENGINE, looks like lots of info and possibilities there. That engine seemed more approachable than the doom engine, as I recall.
But more recently it's all been full 3D, and I haven't heard of anything recent in sprite tools. It's all been Ogre and then Unity, or mods for specific games.

Does it have to be one that runs in DOS? The ZDoom port of Doom has so many modding features that it could practically be considered a GCS these days, if you know how to use it. Check out Harmony or Urban Brawl for an idea of the sort of total overhaul that can be done with it.

A preview is that Quadko can edit it to make it use Microsoft and SONY controllers and such.
I don't know if this is something. However, you mentioned sprites and I made my own sprite system. This is a special edition since I have not updated it since a year ago or such.
Just edit xenon.bmp and you have your new sprite you could move around. Please use the W A S D key for movements.
For those of you who are aspiring game makers, I challenge you to figure out how to mod it. I will give you a hint: I used Borland Turbo C 2.01 and Borland Turbo Assembler 4.1 This is no easy task. In fact, I recommend taking years to understand. Some people can understand it faster and you are better than me. In fact, it took me 41 years
For those of you who just want to put your own picture in and move it around, just use a bitmap editor like Paint in Windows XP which is free! Please make sure it is in uncompressed form using 256 color bitmap formats when you save it.
Remember currently the dimensions are set to maximum of such like 48x48 pixels.

Here is a drawn 3D box placed on a picture.
You can see it is turning the 3D box.
I am not sure if DOS is fast enough to calculate the complex turn.
However this app also works in XP (at least 32-bit XP) it is fast enough.
It is now streamlined for DOS kinda

This is still the same app however it has been optimized for DOS so you can see the special affects. It now turns the 3D box at hopefully a rate enough to catch your attention.
I have to confess that you have to prepare the 3D picture ahead of time. but the rotation is calculated.
