'70s racing-shooting game [Interstate 76]

I’m searching for a racing game, which had 1970's environment, and some good old Funky music. You could install weapons on the car, and upgrade endlessly (spikes, spoilers, cannons, beams, etc.) and kill all the bad guys. It had a really complicated story, and the main character was an afro-hared black funky guy.
Does anyone remember…?
