How do I play "Command HQ"?

A game from Microplay which have has you play four scenarios such 1918(WWI), 1942(WWII), 1986(Cold War) 2023 and potential wars with other countries.

But I'm needing help on how to attack when I move my troops in which I even know little about, aswell. And what is the point of the game and can someone help me with how to play?
