Or spanned RAID with lots of cheap hard drives. Or it may be quota based, they may be hoping that not everyone uses their full gig. If they have 800 GB and 1600 users, that would work if everyone only used half of their space.
For curiosity, all you Gmail users here, are you planning to fill all your space? If not, then you see my point.

I'm not planning to use it all, but I'm sure that I won't delete any serious emails. I just leave them in my inbox and so on all space will be used...

Depending on who you buy from and the size of the drive in question, HDDs cost a little under $1 per gigabyte. So, assuming most users will average between a quarter and half a gig, that'd be about $0.40 for each user google'd be spending. How much money is google getting out of this?
