Looking for an old platformer [= MICROMAN]

I'm not sure if this was DOS or Windows, but I seem to remember an absolutely infuriating platformer. The hero wore a blue and red suit and I think a motorcycle helmet, and he'd been shrunk down to a tiny size, and was trying to track down... some kind of UFO? There were irritating disappearing block puzzles, and teleporters... all of the game that I remember was made of circuit boards, I think.

Any ideas? :/ I've been scouring the usual sites but nothing's come up. For some reason I'm tempted to say the name is Micro Machines but I know that that was a racing game...
