RTS Kinda Game With Small People [= Skullcaps]

Sup guys. I'm looking for a game where you could pick up small people, dig holes and make water pits with a shovel, drown these small people that you control, etc, anything really.

I think you can make them do stuff and i'm guessing it makes you a god player aka you do whatever you want + tell them what to do.

I know this is really a bad description lol but my memory of this game is already way past fleeting but I'd love to play it again.

Idk what the name is though.

*Plus I also remember another game that is kinda like a god type game except you command minions in a dungeon or something.

First one might be Populous I suppose, though there's no actual "shovel" involved. At least in that it's possible to drown your followers.

Yeah, I think it MAY be Populus but the thing is though i remember the little people being bald and going frantic until you picked them um with some hand tool and doing stuff with um.
