game do not respond?

I have a Windows XP operating system with three users. All three users have administrator rights. The game folder is located under the C drive(C:\Game). Every user has a shortcut to the .exe file, which is in that Game folder. Under first and second user, the game window appears(not in full screen), but if I would like to choose a menu link or exit the game(Esc), the game does not respond(but I can move around menu links with arrow keys, but when I click for example Enter or Esc, nothing happens). However, under the third user, everything is the same, but he can close the game with Esc and menu links work when he pushes Enter etc. It is a self made game. I have ran out of ideas What could be the problem?
