Now, i remember very little of this as i used to play it when i was very young.
I remember that before each level, you would explore the main world screen, similar to mario 3 or commander keen. The enemies also included floating eyes.
The gameplay was pretty simple, there was no aiming like abuse; it was just running, jumping and shooting.

Okay, with the description you left, it made me think immediately "The Adventures of Link" for NES, but then you went on to say "shooting." I'm not sure but image-google some pics for The Adventures of Link if you're not sure. The reason I'm thinking it's that game is because it has exactly what your description is saying, even floating eyes.

Could it be one of the 'Commander Keen' games?
I think numbers 4, 5, and 6 had enemies that were floating eyes. There was also the main world screen that you mentioned in the games.
