Ahem, one that is compatible with Win95. An engine for racing games like Test Drive too. They are very hard to find on the net these days......

If you want a freeware program,
Ray Game Designer 2 is said to create 3D Games without Programming. You might like to take a look. It is said to work on any version of Windows.
