Racing Game - Cars have weapons

There's this racing game I played once a long time ago. I remember before you race there's this video of a guy in a blue suit(er..i think it was blue) and I think he says something like "have a nice death" before you start the race. When you're racing if I remember correctly you get to fire weapons. Does anyone know what this game is? It was released sometime in the 90s.

Was the suited guy named Lance Boyle (if you remember) was this game really really fast paced? If so it could be megarace a game I am looking for but is impossible to find.
