A few tips you could try:
1. Check for scratches or dirt on the CD
2. Buy a cleaning CD to clean your CD-ROM drive
3. Try the same CD on a different computer to see if the game works
4. Try a different CD in your computer to see if it works properly (music CD or another game CD)
5. Wait 5 minutes or so when the autorun appears to "lock up", if nothing happens, abort the operation

JMS, he probably bought the game without reading the system requirements, which is a common human error, as not everybody knows where to find the system information.
If you need to find System information...
Right Click "My Computer"
Left Click "Properties"
Click "Performance" Tab
Otherwise it's a scratched disk, or corrupted files on the disk, if the disk was purchased retail like a couple days ago I would ask for a refund or exchange!!

Have you tried booting this cd in Dos or Dosbox to see wheather it is the actual game or the CD?
Look on the bottom of the cd if it looks like bacteria is growing on it (Disk Rot) then you will have to use a cd dr kit or send it back to the company (if still existant) and they should replace the game for you.
Since you own the actual game there is nothing illegal about downloading it from the underdogs http://www.the-underdogs.org/game.php?gameid=1316 then reinstalling back on CD
