what is a debugger and how do I turn it off?

what is a debugger and how do I turn it off? I encounted this problem when I played Winter Challenge. It said please turn off your debugger. This error occured in XP and with Dos Box as well!

Try checking to see if the game's files are set as read-only. If they are, get rid of the read only attributes.

To do this, open the folder where the game is. Click Edit, then Select All. Then click File, then Properties. If Read Only is checked, uncheck it.
