Prison Escape - PS1 RPG 90’s

Hello,

90's PS1 RPG.

Really vague but hoping someone can recall, I played a game in the 90s where initially you're imprisoned and have to escape. I recall you changing clothes into a blue suit. The game may have been top down and was almost certainly 2D and a bit cartoony. I seem to recall hiding from robots as part of the prison break and subsequent time on the run which involved fleeing on a ferry/boat.
