The "Concrete":
-The game was an RTS
-I think the name of the game was something like: TEK (proceeded with a year, like: 1961)
-It had the similar graphical "style?" as c&c tiberian sun
What i pieced from memory:
-I found it once by accident and if i remember correctly it had to do something with IBM, however approaching my research from that side lead nowhere
-I believe the sounds in that game where generic (im guessing they used some old sound effects libraries)
-The cover had one of the buildings you could build in-game, it looked like a gigant glass beaker (i think it had some rainbow liquid/gas inside)
-I remember that few first levels were set either in a jungle or a desert
-Few units that i remember: a mech shooting lasers (I think it was a late game unit) | a scout? unit that looked like a blue F1 car without wheels (i think it didn't have any weapons)
-The main building/Base looked like a hangar tent
A lot of the information consists of "I think", "I believe" etc. I can't tell you how old i was when i played that game (not older than 8, that's for sure) therefore a lot of the info is me piecing few foggy memories together for which im sorry.

Just a few guesses:
Earth 2140
Dark Reign
Tridonis
Dominion: Storm over Gift 3
The L.E.D. Wars
Enemy Nations
Also possibly some obscure Korean StarCraft clone?

Nice! Thanks for letting us know! I've never heard of that game for sure.
Apparently, it was originally developed for Acorn Archimedes, and the Windows port came out only in Germany...
Here's the archived copy of the developer's website:
