Action game featuring a bald man firing a machine gun (dot graphic, 1990~2000 maybe, scrolling game)

hello thank to see my writing
i find old game. when start game, game character(bald man, wearing sunglass. he look like riddick! ) pounding company logo at hammer
when he finish, he fall down ground and srceam

in loading screen, he get on CD like surfboard and loading bar is bullet

like this [*][*][*][*][*][*][*][*][*][*][*][*][*] (character)

move key : keyboard
attack key : mouse (can attack 360 angle)

graphic look like starcraft1 but not good(maybe)
and scrolling game
when you finish level, game show you a cinematic
and in my memory, other level start in prison at jungle
you can push prison other side. while push prison, you can find place to get out prison on bottom
attack a bottom, you can get out prison to crouch

he can jump for hang on crane
and he can change weapon a laser, nail bomb or other(basic weapon is machine gun)

enemy are blue man to shoot gun, flying robot look like jelly fish, gun robot look like ED-209 and
Cyborg with a red laser shield in the middle of each fight

my explain is over.
i wish i knew someone cuz i realllllly want to know this game
