I don't remember much on this game but i try to give as much details as I can....here goes....
1) A PC RTS game (Can't really remember the year, but it is pretty old...maybe early 2000s or before)
2) I think you only have a main building that can produce tanks.
3) Can't remember is there any resource management. Seems like there is only tank build time according to the complexity of the tank (explained on the point below).
4) The complexity of tank that i metioned above is that you are able to customize the tank before being built. I roughly remembered you get to set the size of the tank first, then choose weapons to be mounted onto the tank. The bigger the tank, the more weapon can be mounted onto it but it move at a much slower pace.
6) The biggest tank, i think it allows you to mount 5 weapons, 4 on each corners while one on middle.
