God Mode on game on PC from 2000-2005

Forgot the name of a this game I used to play on PC as a little kid. You have a god POV gameplay where you control people, and the output of resources. You are able to pick up villagers and animals and chuck them around if you wish. I remember when there was a low supply of food, villagers used to scream "we need food!". I also remember these buildings with beams shining up the sky. Thanks for the help.

The classic god sim game would be Populous AFAIK. But MobyGames has a list of those so you can take a look:
