I had a demo of this game, it came in a CD-ROM with an PC Magazine I used buy in the 90s.
Details:
- It was top-down, where every player had a turn;
- Graphics where 8-bit, like old school adventure games;
- On their turn each character, player or AI would roll a dice which decided how many places they could move, very much like monopoly or snakes and ladders;
- The board was similar to a country map with roads, farms, cities, etc.;
- Each character had a different vehicle;
- Each spot you ended up in had different effects (positive, neutral or negative) very much like a traditional table-top game;
- Your objective was to reach the end first, hence winning the race.
I wish I could experience the full game but I can't recall its name.

I remember having a tabletop game like this, and it probably had a pc version, like you recall. The name escapes me now, but I might find it later.

edit: the game I had was called 'The Game of Life' in the English version; my Swedish version was called 'Triumf'.
It has had some PC/Console translations as well, maybe it was one of those you played?

Sorry for digging up old post, but while I was trying to Google an old game myself so did I find this post, which sounds exactly like the game I was searching for. After searching some more so did I finally found the game I was looking for, which might also be what OP was looking for: Dr. Drago's Madcap Chase
