Find a detective game

Dear Sir, During 1996-1997 I played a game on my office computer. The game was based on detective. The player was given a task & his job was to find that thief running across the globe, identifying & noting down hints & getting arrest warrant from Interpol. It was very interesting & adventures game for kids. I dont remember the name, can someone help me out to find that detective game. The Hints were ez,...suspect had ring, black hair. wanted to see fashion shoe. wanted to have dates. please suggest.

+1 on it being a version of "Where in the world is Carmen Sandiego". Especially with the Interpol warrant thing.
